What actually moves the price

Two things set the number on a screen printed shirt: how many you order, and how many colors are in the art. Quantity is the bigger lever by a wide margin. A one color front print at 24 pieces and the same print at 250 are not in the same neighborhood per shirt, which is why bulk screen printing is where this shop is cheapest.

Ink is the other lever. Every color is another screen, and most colored garments need a white underbase that counts as one. Extra print locations add another run through the press, and fleece carries a small upcharge.
